For policymakers and education stakeholders: It can be used as a strategic planning tool for policymakers to promote comprehensive policies for the effective uptake of digital learning technologies by educational organizations at regional, national and European levels. It can also be used as a means to create awareness about the systemic approach needed for the effective use of digital learning technologies.
